The "joke" is based on the phonetic pronunciation of her name and how by sightly altering the pronunciation of her name you come up with another.... less lovable guy's name. And given her reaction to his jest, she's not very amused. Its a cultural referential joke that doesn't always translate well as it doesn't have an English equivalent.

On a second look at the actual names meanings themselves, there is another more subtle joke too. Mizore means 'sleet' or 'frozen rain' (appropriate considering she's a snow demon) where-as Matoi can refer to a 'rain gutter' or "WOW! A rain gutter! Cute!" when using the -chan suffix. The translation is imprecise at best but it makes a humorous bit of sense too.
